Bill Mills

Senior Vice President

Bill Mills, AAI, PLCS, SBCS, is the Senior Vice President of SIA Group. He joined the firm in 2003 after earning a Bachelor of Science in Business Administration from the University of North Carolina in Wilmington (UNCW). During his stay at UNCW, Bill was a scholarship athlete and lettered four years with the men’s soccer team.  

Bill is an Accredited Advisor in Insurance (AAI), a Personal Lines Coverage Specialist (PLCS), and a Small Business Coverage Specialist (SBCS). He has completed the Appalachian State University Insurance Executive Program and previously sat on the board of directors for the UNCW Seahawk Club, Safeco Southeast Region Council, the Fire Safety Advisory Board for the City of Jacksonville, the Onslow County Fire and Rescue Commission and the Board of Directors for the Jacksonville-Onslow Economic Development Committee of 100.

Bill resides in Jacksonville with his wife, Julie, and their three sons.

Travis Collier, Vice President, is focused on helping SIA of NC establish partnerships with new and existing independent agencies. Travis is responsible for helping agents increase the value of their agencies and realize higher incomes through their strategic partnerships.

Travis has been in the insurance industry for more than nine years. Travis started his career as a producer in a small family agency before accepting a role as a producer with a large broker. From there he found success as a carrier representative for Upstart Benefits Company, helping develop their sales process and establishing relationships with local agents in Eastern North Carolina.

Travis is a native of North Carolina. Born and raised in Fayetteville. He graduated from North Carolina State University in 2008 with a BA in Political Science. Travis lives in Raleigh with his wife, Leslie, daughter, Callie, and son, Landon. When not at work or spending time with his family, Travis enjoys being outdoors hunting, fishing, and cheering for his Wolfpack.

Whitney Oliver

Agency Growth Coach

As the Agency Growth Coach, Whitney is focused on building meaningful relationships with member agencies in North Carolina and Virginia. She is responsible for aiding agencies in their processes and helping them with their productivity while promoting client and carrier relationships. She also works hard to bring the best compensation to SIA of NC network partners.

With over twelve years of experience in the industry, Whitney started her career as a personal lines account manager for an independent agency in Greensboro, NC. Her service and leadership skills quickly earned her a promotion to personal lines marketing manager. This position allowed her to work closely with both in-house sales team and carrier representatives.

Whitney’s knowledge of the personal lines markets within the state gave her the opportunity to develop training programs for both new and existing employees. She also assisted with several agency acquisitions, which led her to learn and work with different agency management systems.

Whitney is a native of Greensboro, NC, which is where she currently resides with her husband and two daughters, Vera, and Vivian. She earned her BA in English from UNC-Greensboro with a minor in German. She has also obtained her Certified Insurance Service Representative (CISR) designation as well as her Commercial Lines Coverage Specialist (CLCS).

Nicole Foley

Access Plus Lead

Nicole Foley was born and raised in New Hampshire and moved to Eastern NC in 2005. After working in Real Estate for several years as a broker and admin, she eventually shifted gears and took a job with SIA of NC, stating that, “the culture and work environment SIA provides has always appealed to me.”  Nicole began her career at SIA of NC in December 2022 and is working to obtain her Property & Casualty License. She lives with her husband Brandon and her three sons. As animal lovers they own three dogs, one turtle, one hedgehog and one bearded dragon. When not at work, Nicole and her family spend the weekend watching Football.   

Allie Padgett

Allie Padgett was born and raised in Jacksonville, NC. She worked for the local Boys & Girls Club for seven years and ended that career as the Office Manager for their administrative office before coming to SIA of NC as the Compliance Specialist in April 2023. She is looking to obtain her Property & Casualty License within the next 6 months. Allie is very active in her community and believes giving back is important. When not at work, you will find her spending time with her family or volunteering.

Alan is one of our Access Plus Placement Specialists for SIA of NC, bringing his skills and expertise all the way from Chula Vista, California. He embarked on his insurance career in 2022 as an underwriting assistant, gaining valuable experience in the industry. Alan joined the SIA team in 2023, where he contributes to the success of SIA of NC. Apart from his professional pursuits, he has a dynamic range of interests and experiences. In the past, he was a semi-professional martial artist, former music composer, and lastly, a rugby player. His multifaceted background reflects his passion for both professional and personal growth, contributing to the rich tapestry of his experiences.

Tracy Goodman brings over a decade of insurance expertise and vibrant, team-focused energy to her role as Agency Growth Coach in the Southeast.

Originally a “Jersey Girl” and graduating the University of Delaware. After moving to Massachusetts, began her professional career ironically working in The Hartford Insurance Company in Human Resources.  After taking time to raise her daughters she pursued a career as a life and health producer specializing in voluntary benefits with Aflac.  Later transitioning into property and casualty roles working with independent agencies, where she developed a niche in personal lines by collaborating with commercial producers and leveraging innovative cross-selling strategies. Her expertise spans high-net-worth personal lines and small business commercial accounts, with a proven track record of delivering profitable results and consistently driving agency growth through strategic sales and marketing initiatives.

After moving to Charlotte, North Carolina she continued to utilize her experience and knowledge, holding impactful positions at USI, First National Bank, and WR Berkley Corporation, which also included recruiting for the insurance industry and continuing to find success in building sustainable relationships and connections.  Her diverse background is an asset to collaborating and empowering independent agencies across the SIA of NC footprint.

Tracy holds the Certified Insurance Counselor (CIC) designation and is licensed in life, health, property, casualty, and long-term care. Known for her approachable style, team-oriented mindset, and genuine passion for helping others thrive make her an asset in supporting agency performance and progress.

Outside of her professional role, Tracy enjoys hot yoga, spending time with her two adult daughters, and “humorously” dreams of finding talent to one day perform on Broadway.
